Europe felt a moment of respite on Monday, as the crisis caused by the introduction of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are waged: hopeful statements are issued from different nations. Significant resources is devoted on containing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the main instrument for achieving "settlement".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is capable of detecting rocket firings from enemy soil, a ability enabled by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to counter approaching aerial threats flew past – sophisticated military planes delivered to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense thundered: defensive missiles deployed against a incoming threat. This was a advanced protection mechanism at work, presumably supplied through partner states. Every firing creates sudden vibrations, rattling buildings. The moment of terror quickly becomes grim resignation: possibly the approaching threat won't strike its target this time, preventing destruction from devastation and further power outages.
Continuous Dangers
Not long after, a large-caliber weapon engaged a drone in the vicinity, part of a rapid response unit – probably imported technology. Sadly, the bullets missed the enemy aircraft – it maintained course toward its target.
Periodically, this carried on until dawn. Kyiv greeted the morning news: multiple fatalities, damage and utility failures in many homes as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's critical military reliance on external assistance – a need that regional partners are clearly incapable to fill in the immediate future.
Failed Diplomacy
The detailed framework from Washington provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.
Every new proposal from American administration unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, continue.
Political Considerations
It is convenient to criticize specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. American leadership operates on a assumption well known to experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is unrealistic to compel Moscow to abandon the territory that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, US leadership does little to deter Moscow, through diplomacy or military means, from thinking that the current condition will not change more in its advantage in the coming year.
Divergent Views
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing lives and land but preventing a total frontline collapse until conditions improve in its benefit.
Present Conditions
Realistically, there are no real preconditions for a truce. Now, subjective factors are coming into play: leadership ambitions to mediate resolution and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their task will now be much harder after recent developments, it remains very improbable that this will modify their basic position.
These two forces are guiding negotiations.
Assessment and Future
It took a just a single week to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.
While new proposals based on old ideas are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and show specific hesitation to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, largely rely on sustained allied backing.
